The Cobalt Rod is a sixth rod in the game and can be obtained from smelting 
Cobalt Ores and 
Coals into 
Cobalt Bars then smithing the bars into reels at the anvil inside Smithing Hub in Brightleaf and craft it in Rod Crafting table.

You can craft fishing rods in Rod Crafting table located above the Brightleaf Merchant.
