Eel can be obtained at level 40 Fishing.

This fish can be acquired by casting a fishing rod into bodies of water that indicate a Toxic Worm can be used on it. You need Toxic Worms to fish at this fishing spot. Upon being caught, it gives you 500 exp in the Fishing skill.

Eel can be cooked resulting in a food that boosts your pet's damage.

Location

You can obtain Eels by Fishing inside Varaxis, around Varaxis exit portal, and south of the Varaxis spawn.
